Sorry about that, I have managed to remain non political lately, but this just fried my fanny. This twerp wants to limit rights of responsible breeders so that the numb nutts can keep irresponsibly breeding dogs. Excellent.

Every industry that fails to self regulate will eventually have regulation forced on them. The irresponsible people will ruin it for the good ones. It's only a matter of time before dog breeders will need to register with their state.
That may be.
However, it still won't fix anything, most likely. The puppy mills will most likely remain unregistered, and inconsiderate individuals not in the dog business will allow their dogs to breed.
It will be hard to regulate the hobby breeders or be sure that they are registered. Why not just use the registeries that are already out there, rather than spend additional money and time on something like that?
Although, some breeders just loathe the AKC, so there would probably need to be a voluntary state registery for those that want nothing to do with them, and/or other breed registeries due to their morale issues.
It's too late for any kind of volunteer registry either with the AKC or with the state. So many new "breeders" have come along in the last five years the only possible result is state mandated regulation. It's going to happen.
